Web-based installer does not launch

I created a database using mySQL and edited the config.php file. I uploaded the contents of the "Lists" folder to my public_html folder in a folder named "PHPlist".

However when I try to launch www.mydomain.xxx/PHPlist/admin I get an error "Unable to open www.mydomain.xxx/PHPlist/admin/. Cannot open the information you requested."

The domain is up and running but I can not get the web-based installer to launch.
