So long as they have an email address that they pick up on their phones, should work, after all, that's what phpList does, ie: send emails.

Latest phpList version is now 3.0.12 (3 February 2015) and requires a minimum of MySQL 5.0 and PHP 5.3.x

Am I right that what you mean is that there are no ways to send message to "Whatsapp" users thru phpList?

Only if they have an email address as that is how phpList works.
