Fix forum limis

I cant mention the word U R L since the forum thinks i am trying to insert a U R L even though it would need brackets and a close tag.

Latest phpList version is now 3.0.12 (3 February 2015) and requires a minimum of MySQL 5.0 and PHP 5.3.x

NOW but it was a strange oddity before considering I was NOT posting URLS just merely saying the word URL
