is it illegal?

Hi all

I am reading the Fortune magazine and creating in excel a list of Fortune 500 companies with their email addresses. My questions is to know if this is legal or illegal to build a mailing list and to send an email that presents consultant services

Please advise

Not sure if it is "illegal" but it is certainly the same sort of thing that the bots do when harvesting emails off the web, or the so called email lists for sale as these seem so often to be harvested emails rather than a genuine list of people willing to receive spam.

Latest phpList version is now 3.0.12 (3 February 2015) and requires a minimum of MySQL 5.0 and PHP 5.3.x

It must be illegal, and should entail some punishment.
