i'm writing a plugin, but i don't know how to manage access rights for this plugin

You will have to explain what you are trying to do, but the simplest way is to mimic what phplist does for most pages by checking the admin permissions for that page (all, owner, read-only or none).

I should like tle link for the plugin appears for some users only in the menu

phplist will display links for all plugins in the menu. I don't think that there is an easy way to change that.
