Troubles with Subject, From, To

Hello.
I've tired to fixing this trouble by myself, and asking help from developers.
I'm using russian language in the fields "subject, from, to".
The problem is that when i'm creating a new message and click "save" button, russian text after reloading page is unreadable (in editting mode).
At the same time i see in mysql table that the russian letters was inserting in table correctly.

Next step - im trying to view my message through "view" button, and omg!, the russian letter are correct.

I've changed all places into "windows-1251" with following instructions http://forums.phplist.com/viewtopic.php?f=19&t=34644 but only when i'm editting my message the russian letters are huge.

I don't know where can i find the solution, because i did all...
Please help me guys.

I just found out that if i'm clicking "send message" before saving, my message arriving with normal "windows-1251" encoding, but after page reloading russian letters displayed incorrect again.

Latest phpList version is now 3.0.12 (3 February 2015) and requires a minimum of MySQL 5.0 and PHP 5.3.x

You can fix it in /admin/send_core.php file
at line 1043 and 1050.
$utf8_subject = iconv($GLOBALS['strCharSet'],'UTF-8',$utf8_subject); change to
$utf8_subject = iconv($GLOBALS['strCharSet'],'windows-1251',$utf8_subject);
