how can i send mail with Arabic subject?
cuz went i sent Arabic subject it's display wrong subject

You need to check the configuration page for point 1, and if you are using English as the admin language then create a language_info file as described in point 3.

I know no Arabic but can send a message with what looks like a correct subject after following the guidelines in the topic I referenced.

It will help if you explain what you have tried and the results, rather than just "it doesn't work".

Is that a new message created after making those changes, or one that was created prior to the changes? I saw similar results until I closed and reopened the browser and created a new message.
If you create a new message in phplist and then save without sending, how does the subject then appear? Is it correctly in Arabic or is it shown similar to your example with ت etc. If it is the latter then, whichever language you are using for the admin user interface, check that the language_info file has charset=UTF8.

when i created a new message in phplist and then save without sending
the subject will be like this ( 05;د عو&#161) if i wrote it in arabic
and i am sure that the language_info is utf-8

Following the steps in the referenced topic seems to work for me but not for you, so I'm not sure what else to suggest apart from checking your changes again.
