Good point. I think that this may have to do with the migration from CVS to SVN.

I suggest you ask the developers -through the Translators mailing list- where to download the language pack. Please see: http://www.phplist.com/mailing_lists

BTW, you might check out the translate.php script and see if it is useful to you: http://mantis.phplist.com/view.php?id=4721

EDIT: The new location of the language packs is http://dev.phplist.com/langpack/

Thanks!
I submitted your translation to the developers, including the UTF-8 encoded version of bulgarian.inc : http://mantis.phplist.com/view.php?id=15398

Great!
I've updated the translators list: http://docs.phplist.com/TranslatorsList

I believe the development team is opting for UTF-8 charset encoding with respect to internationalization, and has UTF-8 hardcoded in a number of places. This may cause trouble if you use a different encoding (like Windows-1251) when translating the language files.
So, if you can't use HTML for the special characters, using UTF-8 encoding is probably the best option for translations.

Note: It appears like AlexDimitrov was planning to translate the backend. Not sure if he made any progress, but you might send him a PM and see if you can join forces.

Best wishes !

Hi!
I copied bulgarian.inc to the "texts" folder but nothing happened, it did not appear in the languages drop-down menu.
