XML SOAP server for adding emails?

Not sure if this is the right forum for this, but has anyone developed a PHP5 XML Soap Server add-on for PHPList so that emails received from other systems can be easily added dynamically into specified lists remotely?

We have a number of websites where users register to receive information, updates, etc. and I'd like to move all outgoing emails from seperate systems into PHPList. But I need to have these other systems automatically populate PHPList Users with emails as they are received. The other systems do not necessarily use MySQL as their database and some run on Windows and others on Linux. SOAP is the best way for us to communicate data from them to PHPList.

Has anyone done this sort of thing before?
