Subscribe page inconsistency

I need some help with making my subscribe pages consistent.

When I tell people to subscribe, I tell them to go to
www.aclacomments.org/lists/
There should be a ship picture and USS Rankin Association text in the orange area at the top (but it isn't always there).

When they click "Tell me more" on that page, they are taken to
http://www.aclacomments.org/lists/?p=subscribe&id=1
The ship and text are still there (maybe).

When they try to subscribe by clicking the link in a forwarded message, they are taken to
http://aclacomments.org/lists/?p=subscribe
It's got the right subscription info, but the ship and text appear sporadically. (They may be present when YOU follow the link. They come and go seemingly at random.)

People need to see the ship and text to know what site they are dealing with. How do I get these things to appear reliably?

Must be your browser, works great in FF (linux)

I was thinking about that. Combination of AOL and IE7 up here. AOL has a history of flakiness with changes on web pages.
