How to bring back a blacklisted user

I have a case when one of my users got blacklisted and although i made him comfirmed and attached to the list he still does not get a message. I have viewed his settings and there was one setting
Is this user blacklisted that is set 1
Even I as an admin cannot edit it to 0. this value is read-only.
I actually can delete him and again add him and that will solve my problems. But it is still interesting to me is there any non-radical way of doing this?
