Hello, my phplist installation runs on a shared server ( ONE.com ) that allows nor cron jobs nor command line access.

What are the best settings for MAILQUEUE_BATCH_SIZE, MAILQUEUE_BATCH_PERIOD, MAILQUEUE_THROTTLE and MAILQUEUE_AUTOTHROTTLE ?

This will depend on your Host's mail sending limits.

You'll need to ask them for this info.

Latest phpList version is now 3.0.12 (3 February 2015) and requires a minimum of MySQL 5.0 and PHP 5.3.x

They told me, through PHP-Mail function there are no limits :-)
Limits are only using a SMTP protocoll.

But I dont want to slow down the system too much by sending 2500 Emails at the time :-D
