Hello,

If a recipient unsubscribed from a emaillist, they become blacklisted?

If the are blacklisted and I want to import a CSV file with the same blacklisted user, will it come again in a emaillist?

No, that's the point of blacklisting, it's a flag not to resubscribe them if you import a list that includes them.
