Questions about Version 3 phpList features (the answer is probably 'Yes!')

How do you control subscriptions in these cases:

#1 from various domains, e.g. if one only wanted .org on a list or any other string (mainly ending though, similar to keeping throw-away email or spam/fake subscribers out)?

#2 with manual review/approval (kinda individual check/door bouncer/gatekeeper)?

If you want to stop certain domains from subscribing then this plugin https://github.com/michield/phplist-plugin-disposablemailblock might help.

phplist doesn't support #2. You would need to manually review each subscription and maybe move the approved subscribers to another list, which is the one that you send to.

Where are the settings for the plugin you suggested (which I already installed)? Could one set there a general denial with exceptions, e.g. ".org", ".com", etc?

Is there a way to build a plugin for manual subscription control on a per list basis?

The plugin doesn't have any configuration, but if you know php then it is reasonably straightforward to modify the code to include or exclude other domains.

But I don't really understand what problem you are trying to solve by restricting the domains that can subscribe.

A plugin can hook into the subscribe page, so it can validate the entered email address against the list associated with the subscribe page.

The disposable email block plugin applies a set of banned domains regardless of the list associated with the subscribe page.
