Why can't I send any message?

I've gone through the post but none of the answers seem to apply. I'm getting system messages "Processing info", "Sending has finished", "Sending has started" so I assume PHP mail() is working BUT I'm not getting my test messages or the messages sent to my "test" list. It's like I'm in test mode but TEST is set to "0" and I'm not showing the red warning you get when in TEST mode.

Any suggestions?
