Is it possible to set up phplist so that users can access an archive of previously sent newsletters?

You could try this:
Newsletter archive - http://forums.phplist.com/viewtopic.php?p=22501#22501
This add-on will query your database and produce a HTML page, listing all newsletters from a particular list. Clicking on a newsletter will display that newsletter.
