2.10.11 FCKeditor doesn't load when open the send a message

phplist 2.10.11 on two servers... both clean full new 2.10.11 installs from same files from same pc.

1st, a go-daddy server - no problem with showing FCKeditor and content' area when opening the 'send a message' page. Templates show and content area as well.

2nd, FCKeditor and the content area do not show on a nexus server when opening the 'send a message' page... Templates show and content shows there, just not in sendmessage. This server has:
Apache 2.0 Handler
PHP Version 5.2.12
safe_mode Off

One server installation works and one does not...
Suggestions?

FCKeditor may fail to load if ASP tags are enabled in your php.ini file. You can check that by loading lists/admin/?page=info and look at the asp_tags setting.

Another common cause for FCkeditor failing to load on the 'send a message' page is a configuration error in your phpList path settings. This would normally generate a 404 error when trying to load the page. Please see the 404 error section of the troubleshooting doc on what you'd need to check: http://docs.phplist.com/PhplistTroubleshooting

Thanks, but

asp = off

None of the the other options worked so I just disabled fck and got the content portion back. It's just a shame to disable fck because I have used it on many versions of phplist and will miss it.

If you are running v2.10.11 or v2.10.12, one possible cause for this issue is that your PHP installation doesn't include the iconv module. You can check this by looking at your system details: lists/admin/?page=community

If the iconv module isn't included in your PHP server, you should be able to solve the problem by commenting the following lines in lists/admin/send_core.php beginning at line 1032, i.e.:
